Chris is a serial entrepreneur with more than 20 years of real estate development and investment experience. He founded Fort Capital and to date, the company has transacted on over $2B in Class B industrial and land development projects throughout the state of Texas and the Sunbelt.

Chris spends time focusing on Fort’s long-term strategy, fostering strategic relationships, and building capital relationships that will help complement the firm’s growth. He is also the host of The FORT Podcast, a Top 100 Business Podcast that has published 360+ episodes to date through a series of business conversations with business leaders and entrepreneurs.

Chris was born and raised in El Paso, TX and later graduated 2008 with a BBA in Finance & Marketing from Texas Christian University in Fort Worth, TX. Chris is a member of the Fort Worth YPO Chapter and attends Christ Chapel Bible Church. He lives in Fort Worth, TX with his family.



Kenneth W. Gronbach

Demographer

Andrea Cortinas

Vice President and Chief of Staff

Andrea Cortinas serves as UTEP’s Vice President and Chief of Staff. Cortinas is an El Paso native. She comes from a family of immigrants and is the first in her family to graduate from college. Cortinas earned her bachelor’s degree in political science from UTEP and participated in UTEP’s Law School Preparation Institute. Cortinas attended The University of California, Berkeley School of Law where she obtained a Juris Doctor degree. Upon graduation from law school, she returned home to the El Paso region to give back to the community she loves. 

Before joining UTEP, Cortinas was an attorney and shareholder in private practice in El Paso. Her practice focused primarily on employment law, civil litigation, education law, and advising executives on complex legal issues. She previously served as general counsel at a regional company, where she also oversaw risk management, human resources, and benefits. Cortinas first joined UTEP in 2016 as Chief Legal Officer. She was thrilled to return to the University she credits with changing not only her life, but also the trajectory of her family. In July 2020, Cortinas was promoted to Vice President and Chief of Staff. During the pandemic, she led multiple key initiatives. She plays a critical role in the University’s mission of access, excellence, and impact, and is a trusted senior leader who also oversees critical areas including: compliance, legal, audit, the police department, planning, governmental relations, international relations, and university relations & events. 

Andrea is married and has three children and two dogs. She is active in the community and is a member of the Governing Board for the Hospitals of Providence Memorial and Sierra Campus and an associate member of the George McAlmon American Inn of Court. She has also served on multiple boards including the board of Junior Achievement, the El Paso Women’s Bar Association, and the El Paso Young Lawyers Association.



Ruben John Vogt, MS

District Chief Advocacy Officer

Ruben holds dual bachelor’s degrees in Political Science and English/American Literature from the University of Texas at El Paso (UTEP), where he also earned a Master’s of Science in Intelligence and National Security Studies. 

Professionally, Ruben was the founding Director of CYnergy (civic.youth.energy); a program of the University of Texas at El Paso’s Center for Civic Engagement aimed at building social capital by developing disadvantaged border youth into social entrepreneurs. He has also served as a Legislative Analyst for the Texas Senate focusing on healthcare, local government, and border policy issues. Upon returning to El Paso, Ruben worked for El Paso County in various roles including Policy and Programs Coordinator, Public Policy Director, and as Chief of Staff for County Judge Veronica Escobar. On October 2, 2017, Ruben was appointed to serve as El Paso County Judge by the El Paso County Commissioners Court to complete then-County Judge Escobar’s unexpired term. 

Ruben now serves as the District Chief Advocacy Officer for the El Paso County Hospital District, which encompasses University Medical Center of El Paso, El Paso Children’s, and El Paso Health. Having had significant experience in working with the Hospital District and it’s growth, Ruben now leads the District’s local, state, and federal government and external relations and strategic projects. 

Jon Law, DSc, MPA

District Chief Strategy Officer El Paso County Hospital District

Jon has a distinguished healthcare management and public service career driven by a passion for enhancing community health and development in the El Paso region. As the District Chief Strategy Officer at the El Paso County Hospital District, Jon is pivotal in shaping strategic initiatives across several key institutions, including the University Medical Center of El Paso, El Paso Children’s Hospital, and El Paso Health. These organizations oversee over 25 healthcare facilities. El Paso Health provides about 10% of the area’s population healthcare coverage. 

Jon’s career trajectory includes a significant 12-year tenure at the Paso del Norte Health Foundation (PDNHF), where he held various positions, including Chief Operating Officer and President. During this time, Jon spearheaded efforts to address pressing public health concerns, such as binge drinking and tobacco use. His most notable achievement was the establishment of PHIX, a health information exchange (HIE) that has revolutionized healthcare delivery across the greater El Paso area. 

Jon’s experience also encompasses board service to many organizations, including the FEMAP Foundation, a non-profit that supports a hospital system and a nursing school in Cd. Juárez, Chihuahua. His involvement with the FEMAP Foundation and other community service activities underscores his commitment to improving lives locally and internationally and his broad and empathetic approach to healthcare and human services. 

Jon earned a Bachelor of Arts in Political Science from the University of Arizona, a Master of Public Administration from the University of Texas at El Paso (UTEP), and a Doctor of Science (DSc) in Health Services Administration from the University of Alabama at Birmingham (UAB). 

Alan Russell

Chairman & CEO of The Tecma Group

Alan Russell is the Chairman of the board and Chief Executive Officer of Tecma Group of Companies; which he also co-founded in 1986.

In the last 37 years, Alan has grown the Group into a respected National Leader in the ever-complex nearshore solutions between the US and Mexico; the company´s manufacturing support services now cover sites throughout Mexico with more than 90 operating facilities.

Additionally, Tecma’s Transportation and Customs divisions add to the vertical integration model providing door-to-door freight and logistics services from Mexico to any point in the United States.

Alan has been a long-time advocate for the El Paso/Juarez region supporting bi-national business, health, and community matters and serving on the board of directors for several organizations, such as: Hospitals of Providence and Western Heritage Bank; and supports the University of Texas Athletics programs.  he is a sponsor of C.A.F.E. a college scholarship foundation and funds needed for Nursing Scholarships through the Texas Tech University of El Paso.

He has served as a Past President of the Chamizal Foundation dealing with border health, as Founder and Past President of the International Amigo Airsho, and as a Founding Director of the El Paso Susan B. Kernen Race for the Cure.

Mr. Russell has accepted multiple awards on behalf of Tecma in leadership, Human Resources, and environmental health and safety, including the coveted top 100 “Great Place to Work” recognition.

Alan was honored by Southern Oklahoma State University as their Distinguished Alumni.

He was inducted into the El Paso Aviation Hall of Fame.

 

Christian Perez Giese

Director of the CBRE El Paso & Cd. Juárez office

Christian Perez Giese is an industrial broker working on both sides of the Texas/México border and is the Director of the CBRE El Paso & Cd. Juárez office. 

Christian has a front row seat to the macroeconomic trends that drive nearshoring and the industrial boom along the border.  He and his team handle some of the largest and most complex industrial projects in the region. 

Jeremy D. Giles

Co-Founder and Managing Partner Constellation Real Estate Partners

In partnership with Hien Le, Jeremy is responsible for Constellation’s strategic growth and oversight. Specifically, Jeremy focuses on evaluating and executing logistics property development and value-add acquisitions with a keen appreciation for customer needs. He is a member of the Constellation Investment Committee and the Board of Directors. 

Before co-founding Constellation, Jeremy spent 19 years at Prologis in a variety of roles. He headed the Customer Led Solutions team, serving the needs of the most prominent corporate occupiers of logistics space worldwide. He also led teams in the Central, Southwest, and Southeast regions that executed more than $10 billion in development, acquisitions, and dispositions. In addition to his nineteen years with Prologis, Jeremy also has prior experience in the transportation, management consulting, and merchant energy fields. 

Jeremy holds both a B.A. and an M.B.A. from The University of Texas at Austin. 

Octavio Saavedra

President and Founder of EP Logistics LLC

A graduate of the Goldman Sacks Small Business Cohort in Babson College with a BBA in Finance from Texas State University.  Octavio is a License customs Broker, and a Certified Customs Specialist.  He is an expert in the Logistics, 3PL, and supply chain space.  Octavio was born and raised in Laredo Texas but makes El Paso his home. He is the former president of the El Paso Customs Brokers Association.  He is also a member of the National Customer Brokers and Freight Forwarders Association.

 

Octavio started EP Logistics 17 years ago which currently has over 300 employees and over 1,5 Million square feet of warehousing space with multiple locations in the region, making it one of the most important 3PL’s in the El Paso and Juarez Region.

Mr. Schwartz has over 35 years’ experience in real estate development.   In addition to serving as CEO of Southwest Land Development Services, he is also president of The Mesa Group, Inc., Vice President and Director of Rocky Mountain Mortgage Company, and officer and director of various other Foster-Schwartz Companies.   Southwest Land Development is involved in developing large master planned communities along with retail, industrial, office and multifamily development in El Paso County and Southern New Mexico.

Margaret Livingston

Chief Operating Officer for Paseo del Este Municipal District

Margaret Livingston brings over 30 years of experience in commercial real estate, over a decade of service to the City on several boards and commissions, holds a CCIM designation, and is currently serving as Chief Operating Officer for Paseo del Este Municipal District.
